UGRA Adopts New Mission Statement; Seeks
Information on Senate Bill 1171 Related to Bonding and Ad Valorem Taxing
Abilities.
Kerrville, TX, February 23, 2005 – The
Upper Guadalupe River Authority today approved an updated mission
statement. The new statement
strengthens and solidifies many of the ideas in the previous one. It stresses the need for scientific
investigation relating to the interaction of spring flow and river flow and
the continued efforts of all entities working together in the stewardship of
our streams. It also addresses the
need to develop additional water resources for Kerr County.
The
Board approved a motion to seek additional information on SB 1171, which
grants the River Authority the ability to issue bonds for capital improvements. The bill, which was passed in 1999, speaks
to several issues including borrowing abilities and ad valorem taxes. Legal counsel & others involved with be
consulted for clarification.
In other business:
- Staff was directed to investigate the amount of water sales it
would take to off set ad valorem taxes.

Phase 2 and 3 of Kerrville South wastewater project should be ready to
go out for construction bids in March.
Once complete, these phases of the project will serve 150 customers
with sewer services instead of the currently used septic systems.
