UGRA Sets Strategic Priorities

Kerrville , TX , January 28, 2004 UGRA today established strategic priorities for

2004.  Janet Robinson, UGRA President, said: "Focusing on these priorities will result

in effective, efficient stewardship of the Upper Guadalupe River ”.  Among the top 

priorities are:

  •       Fiscal Responsibility

o    UGRA has cut costs, and plans to replenish its reserves by an additional Eighty Thousand Dollars ($80,000) in Fiscal Year 2004.

·        Kerrville South Wastewater Project

o    Phase I of this cooperative, environmentally beneficial sewer project

      is nearing completion.

·         Expanded River Clean-up Program

o    Following up on the Pilot Program successfully initiated in 2003, 

      UGRA is developing a multifaceted program to address trash in 

      and around the Upper Guadalupe.

·        Springs Study

o    UGRA is participating in a cooperative effort to obtain a better understanding of the springs that feed the Upper Guadalupe.

·        New Restoration/Preservation Programs

o    Programs like the Kerrville South Wastewater Project and UGRA’s River Clean-up Program are central to stewardship.  UGRA is working to develop and implement programs that are responsive to the community and enhance the value of the Upper Guadalupe.

According to UGRA General Manager Greg Etter , “These are only some of the things UGRA is working on, but it is important to set priorities and focus on the top priorities.”  Etter said he is especially interested in programs to restore and preserve the value 

of the Upper Guadalupe.  According to Etter, “The first step is understanding the attributes that make the River valuable.  The February 11th Public Forum on the

Value of the Guadalupe is expected to add to our understanding.”

The UGRA Board also accepted Audited Financial Statements for fiscal year 2003. 

The Financial Statements reflect substantial cost-cutting and an increase of over 

ninety percent (90%) in UGRA’s total fund balance.  According to Etter, “We are continuing to seek out efficiencies and are well along the path to rebuilding a fiscally prudent reserve.”
