UGRA is requesting Statements of Qualifications from qualified firms to provide professional engineering and consulting services relating to planning, preparing, design, procurement, construction, installation, integration and testing of flood warning system infrastructure.

Request for Proposal - Grant Management Services
The Upper Guadalupe River Authority (UGRA) extends this Request for Proposal for Grant Program Management Services.
This procurement covers grant application and management services for funding of projects related to watershed protection; flood prediction, warning, and control programs and projects; flood warning systems; components of flood warning systems; modeling; and other flood prediction, warning, and control measures. At this time, UGRA and/or Kerr County is considering applying to the following grant programs: Natural Resources Conservation Service Emergency Watershed Program and the Texas Water Development Board program to implement SB 3 (program has not yet been announced), and other grant programs to implement the projects listed above.

Amendment 1 Grant Program Management Services RFP was released on 12/26/25 and the amended response due date is January 16, 2025 at 5:00 PM (CT).
